If you mean formaldehyde, yes. It was a common ingredient in the preservative used in paneling, insulation and carpeting in manufactured housing. And, may still be used. in some brands of insulation
The Mfgr. was required to post a notice in the home,regarding eye irritation, etc. and part of that notice suggested ways to minimize exposure.
The notice was usually inside a kitchen cabinet, with the insulation specs.

This new video by the Building Systems Councils (BSC) of the National Association of Home Builders (NAHB) outlines the benefits of modular home construction — how builders can save time and money in today’s turbulent market by cutting overhead and outsourcing their construction costs.
The video shows how modular construction can help builders maximize their output when operating with limited staffs and budgets. With modular construction, nearly 90% of a home is built in a controlled environment.
The video also dispels some myths about modular construction.
“The biggest challenge we face in the modular home industry is explaining to someone what a modular home is — and what it isn’t,” said Bill Murray, of HandCrafted Homes in Henderson, N.C. and 2009 president of the Modular Building Systems Council. “A modular home is built to the same codes and standards as any site-built home. It can be customized to meet any builder or buyers needs. The only difference is that a bulk of the construction is done in a factory.”
Murray said that by adopting a modular home construction approach, builders may be able to stay in business during the downturn, rather than close their doors.
“As builders downsize their staffs and cut back on operations, a modular manufacturer can do much of their construction work,” said Murray. This allows builders to focus on generating sales and revenue during the downturn.”
